The three entrepreneurs with the strongest business plans will receive $5,000, $10,000 or $30,000 startup capital awards. Introduction The Local Energy Alliance Program (LEAP) is a 501 (c) (3) nonprofit headquartered in Charlottesville, VA. The course culminates in participants refining their business plans and presenting them for a chance to win a capital investment.
